论和谐社会构建中的行政自责文化培育

行政自责文化由具有特殊内涵的主观性和规范性两类要素构成。良好的行政自责文化在构建和谐社会中具有维护、预防、教育和整合等功能。培育行政自责文化应积极推进政治文明及行政文化的现代化建设;塑造公务员的现代品格;加快行政自责的制度化、法制化建设;营造良好社会及政治环境;积极推进责任型政府建设。

On Fostering the Culture of Administrative Self-accusation During the Construction of the Harmonious Society

The culture of administrative self-accusation consists of two kinds of key elements: the subjectivity with special connotation and the regulatory.The good culture of administrative self-accusation has a function of maintaining,preventing,educating and integrating etc.in building a harmonious society.In cultivating the culture of administrative self-accusation,we should advance the modernization of political civilization and administrative culture actively;develop the civil servant's modern quality;accelerate the institutionalized,legal construction of the administrative self-accusation;foster a better society and political environment and promote the construction of a responsible government.
