Reflection on the Capacity of Local Governments to Deal with Network Emergencies

The rapid development of the Internet has led to the new social problem of network emergencies frequency,which requires the local governments enhance the capacity to deal with these emergencies.In order to effectively resolve network emergencies,local governments need to implement open and transparent,timely manner,the rule of law and ease the main basic principles,and improve legislation and the establishment of early warning mechanism,strengthen professional training and technical means of monitoring public opinion aspects to improve the capacity to respond these emergencies.
