| 摘 要： | 为进一步规范和明确命案侦查工作规章制度,理顺命案侦破运行过程中的组织、指挥、分工、配合及操作程序的关系,确保“命案必破”,必须构建“一长双责制”的命案侦破工作领导机制,建立命案侦破激励机制、命案侦破经济保障机制、命案指挥机制、命案现场勘查实施、评析、情报机制和专案督办及分工负责机制。
