It shows an element integration beyond physical time and space,a technological empowerment of platform economy era,and an order guidance for code regulation. In the meantime,it faces new challenges such as the modeling of data and algorithm,the synchronous growth of freedom and control,the inner tension of Decentralization and recentralization,the regulation problems in legal revolution,and the risk regulation during the development of intelligence.Therefore,it is necessary to establish inclusive and legalized principles for smart governance. We should explore the technological empowerment,diversified construction and joint development of the smart governance system.
