国家安全学科建设中的“非传统安全思维”

在国家安全学科建设和理论研究中,需要一种包容而不是排斥传统安全问题的非传统安全思维。非传统安全思维不仅体现在国家安全学科10多年来的建设进程及编写出版的《国家安全学》教材中,还体现在一系列的创新性观点中。系统安全观的提出及其在国家安全学科建设和理论研究中的运用,是非传统安全思维的重要体现。把文化安全、科技安全、信息安全、生态安全等纳入国家安全学体系,把国民安全作为国家安全的核心和国家安全活动的根本目的,把文化的先进性看作国家文化安全的关键,均反映了非传统安全思维的重要作用。
