| 摘 要： | 文章对群体性事件的社会危害和客观积极作用作了分析,认为治理群体性事件的基本经验是正确决策、落实政策、超前疏导、依法办事。在治理群体性事件中,应妥善处理预防与处置、宏观预防与微观预防、原则性与灵活性间的关系。

| Abstract: | Having given analysis of harm done by group events to society and the objective positive part played by them , the article argues that the basic experience in tackling group events is to make correct decisions, implement policies, pursuade in advance and act according to law. In tackling group events, the relations between prevention and handling, macro-prevention and micro-prevention,principles and flexibility should be properly handled. |
