创建大社区是中国城市社区发展与制度创新的战略选择

中国现代化、城市化、民主化的迅速推进要求重新审视社区的发展问题。然而，中国城市社区的现状同创建未来社区的要求还有很大距离，存在着社区规模小，组织职能界定不清，社区组织整合功能弱化，社区工作负担沉重、办公条件差、待遇低，并承担着过多的行政摊派任务等问题。而解决这些问题的根本出路是创建一街(街道办事处)一区(社区)式的大社区，具体地说，要对现有社区进行大规模重组，创建大社区的组织体系，建立大社区式管理新体制，创建社会化、系统化、网络化的新型社区服务体系，推进大社区管理体制的综合配套改革，建立大社区自治的直接民主运行新体制。

Establishment of Large Community is Strategic Choice in Urban Community Development and System Innovation in China

The fast advance of modernization,urbanization and democracy in China demands a re-examination of the problem of community development.But there is still a great distance between the present state of urban communities and the requirement of establishing future community.The problems are:the small-scale of communities,vague definition of organization functions,weak conformity function of community organization,heavy burden of community workers,poor office conditions,poor treatment and a lot of administrative apportionment.To solve these problems,the essential way is to establish large communities with one neibourhood committee in one community.To be specific,we should re -organize existing communities in large -scale,establish organization system of large community,set up new system of management,establish socialized and systematized new type of community service system with network,promote comprehensive auxiliary reform and set up new system of direct democratic operation of large self-governing communities.
