| 摘 要： | 良好的治理即善治的本质特征是政府与公民对公共生活的合作管理。运用善治基本要素对出现在温岭的民主恳谈这种治理型模式加以剖析，提出政府需“投资”社会资本，要提高社会信任度、增强互惠规范、扩大参与网络以完善民主恳谈，构建和谐社会。

| Abstract: | The essential feature of good governance lies in the co-management of government and citizens over the public life.It strives to analyze the mode of democratic talkfest appeared in Wenling in terms of the basic elements of good governance,and then proposes that the government should invest in the social capital,enhance social trust,strengthen mutually beneficial norms,enlarge participating networks so as to improve the system of democratic talkfest and build a harmonious society. |
