| 摘 要： | 2008年,在越南金融、外贸等领域遭遇"金融海啸"冲击而发展步伐放缓时,其科技领域反而呈现出逆流而上的状态,完全可用"墙角数枝梅,凌寒独自开"来形容,具有3个主要特点:一是新出台了多项规范科技、扶持科技活动的法律、政策,尤其是<原子能>和<高新技术法>两部法律的出台,为越南科技的稳步发展提供了对实的法制保障和法理基础.
