进入21世纪以来,接连的恐怖袭击给世界许多国家造成了巨大的损害,世界反恐局势也进入到一个前所未有的紧张阶段。恐怖主义的危害在于对人权的巨大威胁,而当前各国在反恐过程中却未处理好反恐与人权的关系,反恐行动本身反而损害着人权。实现反恐行动与人权保障的平衡,是反恐行动的应有之义,也是世界人权发展对世界各国在反恐领域提出的基本要求。

On the Balance between International Anti-terrorism and Protection of Human Rights

Terrorism crimes did great harm to the world because their high frequency in the past few years in 21st century.The situation of international anti-terrorism has been growing intension unprecedented.Much of the countries can’t deal with the relationship well between anti-terrorism and human rights,though terrorism crimes’harm mainly lies in human rights violations.Many anti-terrorism operations are harmful to human rights.Realizing the balance between international anti-terrorism and human rights protection,is of great importance in anti-terrorism operations,is the basic requirement of the development of human rights in anti-terrorism operations in the world.
