| 摘 要： | "安全",在物质、生命、社会等五个层次中,对于物质是一种动态平衡、对生命是一种生存需要、对社会是一种生态平衡。治安与警察是人类社会公共安全的行为保障。将"安全"放在自然体系与人类社会中逐层理解,有助于廓清社会安全与警察起源说中的迷雾,从而找到警学理论体系的逻辑支点。

| Abstract: | The "safety" is a king of dynamic equilibrium to material, a kind of necessity to survival and a kind of ecosystem equilibrium to society in the five level of material, life, and society etc.The public security and police are the behavior guarantee of public security. Understanding "safety" by putting it in nature system and human society will help us to clear our mind of doubt of the origins about the public order and the police, thereby fine out the logical fulcrum of the theoretical system of police theory. |
