论建立军队政治工作创新体系

建立与国家、军队创新体系相适应的军队政治工作创新体系已成必然。构建军队政工创新体系应采用科学的逻辑与历史相统一的方法。军队政工创新体系应该包括健全管理机制、建立创新制度体系、提供人才成长的有利条件和完善创新支持系统四大部分。其中， 更新管理机制主要解决创新体系的价值实现问题， 建立创新制度为创新体系提供动力激励和绩效评估机制，完善创新支持系统是为了不断地给创新体系以技术和物力保障， 人才是创新体系中最活跃、最根本的因素。

On the Establishment of the Innovation System of the Political Work in the Army

It's inevitable to establish the innovation system according to the innovation system of the state and the army. Methods combined scientific logic with historic experiences should be used in the formulating the innovation system of political work in the army. The innovation system includes four aspects: the introductory principles, the management mechanism, the regulation system of the innovation, the necessary conditions for the training of the armymen, and the corresponding supporting system. The management mechanism is the mechanism of realizing the values of the innovation system; the regulation system provides motive force for the innovation; the supporting system resolves technological and material requirements for the innovation; while the training of the armymen should be the most fundamental aspect of the whole innovation system.
