中国老年保障体系发展的回顾与展望

中国老年保障体系发展取得了一定成就，为保障老年人的生活、促进经济社会发展发挥了一定的作用。同时，老年保障体系的发展还很不足，在老年经济保障、医疗保障、服务保障、精神保障等方面的发展存在很多问题，老年保障的供需矛盾突出。“未富先老”、家庭结构的变化、城市化进程的加快、劳动力市场的变化给中国老年保障体系的发展带来了挑战。未来中国老年保障体系的发展应该充分发挥政府的作用，朝着公平共享、法制完善、管理科学、内容全面、多元多层、官民结合的方向发展。

Retrospect and Prospect of the Development of Seniors’Security System in China

Development of seniors＇ security system in China makes certain achievements, which played a certain role for the protection of life of older people, promoting economic and social development. Meanwhile, the development of seniors＇ security system is still insufficient, the development of senior economic support, health care, services support, spiritual protection is still inadequate, seniors＇ security between supply and demand are contradiction.＂Old before getting rich＂, changes in family structure, the acceleration of the urbanization process, and the labor market changes are challenging the development of seniors＇ security system in China. In the future, the government has to play its function to orient the development direction： fair share, perfect legal system, scientific management, comprehensive content, diversification, and the combination between officials and people.
