社会管理创新的重点：基于城镇化的探讨

改革开放30多年来，我国逐渐探索出了一条中国特色的城镇化道路，城镇化建设取得了显著成就。同时，城乡差距拉大、土地流转不畅、户籍制度屏障、社会保障乏力、环境资源危机等“城镇化”问题日渐明显。这些问题的出现，与社会管理有着千丝万缕的联系。加快新型城镇化建设，清除城乡分割的二元社会管理体制障碍，必须以平等性为原则，坚持城乡统筹、城乡一体的社会管理理念，实现以户籍、土地、公共服务均等化为重点的城乡一体的社会管理体制机制的创新。
