农村社会矛盾纠纷的特点及其化解

我国在经历30多年经济高速发展过程中,也带来社会矛盾增多叠加的负面效应。当前基层农村矛盾纠纷呈现个人与组织、群众与干部之间的矛盾占主导地位,纠纷与群众切身经济利益紧密相关,并大多数为涉法矛盾,群体性纠纷日益突出,群众非正常解决问题的增多、而依靠法律解决问题的偏少,对抗程度增加等特征,深刻认识矛盾纠纷,弄清矛盾纠纷的态势、成因、性质,做好主动直面应对,并按照不越级、不错位、不包办的化解原则,加强人民调解、行政调解、司法调解＂三调联动＂机制运用,大力推行矛盾纠纷预警制、重大决策风险评估制、引发矛盾纠纷责任追究制,才能从源头上消解矛盾纠纷,促进社会和谐。

On Characteristics and Solution of the Social Contradiction in Rural Areas

In more than 30-year high speed economic development, the negative effects occurred from the increasing stack social contradictions. Currently, in rural areas, the main contradictions are the disputes between individuals and organizations, ordinary people and leaders. They are closely related to the people＇s vital economic interest and mostly related to law, causing the group disputes are prominently increasing. The illegal disputes are more than legal ones, and they are sharper in degree than usual. We must understand each of contradictions deeply and analysis the situation, causing and characteristics, actively face it and dissolve it in regulations, proper orders and arranging; strengthen the ＂three mediation linkage mechanism＂：people, administrative and judicial mediation, push forward the contradiction warning system, risk assessment system for the big decision and the dispute maker responsibility investigation system so as to dissolve contradictions and promote the social harmony.
