论公共产品供给方式的变革

由于若干因素导致市场失灵,以及对公共产品的供求双方的推动,使得政府所直接生产的公共物品的数量和范围大幅度扩张。但过度的垂直一体化使得公共物品生产的组织和管理成本上升,并造成公共物品的供给效率和质量低下,政府规模膨胀和严重的财政支付压力。为此,要求推动公共产品供给方式的变革,最终在公共物品的生产上形成政府、私人和非盈利组织的伙伴关系。
