| 摘 要： | 清末新政旨在革弊振衰,实现王朝的自我挽救。然而,给腐败的旧制度注入改革的新鲜血液,并不能化腐朽为神奇,使腐败的制度新生,反而是积重难返的腐败更加愈演愈烈,最后导致旧制度死亡。
