| 摘 要： | 从西方警务变革历史和现阶段中国公安工作现实的角度,全面理解和把握社区警务战略的提出及其本质,现阶段经济欠发达地区既不具备实施社区警务战略的社会基础,也不存在实施社区警务战略的组织条件和技术手段。因而在实践中,它只是一种思想、一种长远的目标和追求。

| Abstract: | This paper discusses that we should understand the origin of community policing tragedy and its nature from the Chi -nese public security situation as well as historic development of the Western policing,pointing out that underdeveloped areas have no social basis,organizational conditions and technological means to put this tragedy into effect at present time ,hence this tragedy is only our ideal and long-range objective. |
