大学管理新制度的阐释与实现途径探讨

Interpretation and Implementation of New Systems of College Administration

This paper focuses on the discussion of purport, connotation, function, and realization of the principal accountability system under the leadership of the Party committee, with professor scholarship and democratic management. The key to making this system work is to define power and responsibility respectively and standardize procedures. Each element should be scientifically designed and constructed. It is also of high importance to develop administrative qualities of the leading group so as to improve their administration abilities.
