谈交通警察执法中存在的问题及对策

随着依法治国方略实施的不断深入,政府的职能逐渐由权能性向服务性转变,行政管理活动逐步纳入法制化轨道。交警部门是一个重要的政府执法部门,也是一个窗口单位,依法行政至关重要。现阶段交通警察在执法中出现了执法主体混乱、执法理念存在偏差等许多亟待解决的问题,其原因主要是行政立法存在缺陷、执法环境不尽如人意、地方政府滥用权力。应采取科学立法手段和加强执法监督、提高交通警察素质等相应对策,以提高交通警察的依法行政效力。

After reform and opening-up policy and strategy of ruling the country by law were carried out,the function of the government has already been changed gradually from authority to service,and the administration activities gradually tend to be legalized.As an important law enforcement department of government,the traffic police section is also a window unit to the society.There are many problems need to be resolved,such as complicated executants of law enforcement,contorted conception and so on.The reasons lie in blemished legislation,unsatisfactory law enforcement environment and power abuse of local governments.Scientific lawmaking means should be adopted.Strengthen the supervision on law enforcement.Improve the competence of traffic police and their administration ability.
