特许权授予的招投标及合约关系分析--以南京过江隧道为例

以南京过江隧道作为实例,针对特许权授予下的项目建设招投标、运营合约安排分别构建均衡解释模型,并进一步对公私伙伴关系(PPP)进行较为系统的考察。通过探讨简化约束条件下代理人努力投入的均衡选择,揭示影响产出绩效得以改进的影响机制,以期降低政府投入、提高政府声誉和形象、最大化开发利用资源、减少浪费、更好地满足民众需求、提高资源运用效率和增加扩大资源运营效益,对中国政府特许经营、公私伙伴关系的进一步发展提供借鉴参考。

The Analysis of Contract and Tender Granted by the Concession for Government Investment Project--Exampled by Nanjing Channel
