完善制度环境 实现创业带动就业倍增效应

促进以创业带动就业是党的十七大报告提出的扩大就业的发展战略。我国目前就业领域面临的主要问题是劳动者自主性创业不足，创业率大大低于其他国家和地区，关键的原因在于社会制度环境的缺失。因此，要鼓励更多人参与创业，就必须完善有关创业的法规、政策，整合社会资源，健全融资机制，不断倡导新型的就业观，实现创业带动就业倍增效应。

Improving Systems to Make Multiplication Effect of the Strategy of Encouraging Entrepreneurship to Create More Employment Opportunities

To encourage entrepreneurship to create more employment opportunities is a development strategy that promotes job creation presented by the Central Committee at the 17th National Congress of the Party. The major problem we are faced with in this field is an insufficiency of entrepreneurship, and the entrepreneurship rate in China is lower than in other countries and regions due to a systems shortage. Therefore to encourage more people to start businesses, we must improve related laws, regulations and policies, integrate social resources, improve financial mechanisms and constantly advocate a new employment idea.
