公安机关要主动适应构建和谐社会对公安工作的新要求

构建社会主义和谐社会的战略任务对公安工作提出了新的更高的要求。这要求公安机关在处理人民内部矛盾方面,在不断提高处置群体性事件能力的同时,要更加注重矛盾纠纷的发现、化解,实现工作重心前移;在维护社会治安稳定方面,在坚持严打方针的同时,要更加注重做好防范、控制、教育工作,实现社会治安综合治理;在公安行政管理方面,在依法严格实施管理的同时,要更加注重发挥服务职能,实现管理与服务并重;在队伍建设方面,在狠抓法治理念教育和执法能力建设的同时,要更加注重群众观念教育和提高做群众工作的能力,实现为民执法、靠民执法。

Public Security Organs Must Initiatively Adapt to the New Requests of Constructing Harmonious Society

The strategic task of constructing a socialist harmonious society has put forward new and higher requests for public security work.It demands that public security organs improve the ability of dealing with group incidents and pay more attention to discovering and solving contradictions while handling interior contradictions among people,shifting work emphasis forward;While maintaining stability of social public security,the policy of severe attacking must be insisted on and more importance be attached to the work of prevention,control and education,realizing synthetic administration of social public security;In the respects of administrative management of public security,more attention must be paid to developing service function to realize the combination of management and service while legally and strictly implementing management;In the respect of personnel construction,more importance must be attached to conception education and working ability training of the masses while strengthening education of ruling-by-law conception and construction of law-enforcement abilities,realizing enforcing law for and depending on the people.
