| 摘 要： | 区域公共管理的兴起带来区域政府以共管理职能的广泛变革。区域公共管理使政府管理职能、市场经济职能、文化职能以及公共服务与合作治理职都都发生了广泛变化。应对这一变革，政府应逐渐向强政府——强市场，冲突——合作协调治理，引领——提供模式型政府转变。

| Abstract: | The rise of public management in district brought the extensive changes of public management in district funcions, and the extensive changes also have taken place in the public management in district, social management functions, market economy functions, cultural functions as well as public services and cooperation. To cope with these changes, the government gradually makes transformation on the strong government-strong market, conflict-cooperation and coordination management, and lead to provide models as well. |
