| 摘 要： | 加强对县（区）＂一把手＂的权力监督需要处理好三个关系,即＂一把手＂与班子成员的关系,自我监督与外在监督的关系,自觉接受监督与有效接受监督的关系;打造好五种模式,即以权力制约权力、以程序制约权力、以权利制约权力、以法律制约权力和以道德制约权力。将这五种权力监督模式有机结合,有利于构建县（区）＂一把手＂权力监督制约的长效机制,从根本上实现对县（区）＂一把手＂权力腐败的有效治理。

| Abstract: | The power supervision on the top leader of counties and districts must deal well with three relations between the top leader and the members of leading team,self-supervision and external supervision,and self-imposed accepting of supervision and effectively accepting of supervision.Meanwhile,we should construct five supervision models:restriction of power by powers,by procedures,by rights,by law and by morality.The organic combination of these supervision models is beneficial to establishing long-term mechanism of power supervision and restriction on the top leader of counties and districts,thereby fundamentally realizing effective governance of the power corruption of top leader of counties and districts. |
