| 摘 要： | 实施西部大开发是关系到我国现代化的第三步战略目标能否最终实现的一项全国性重大战略。西部开发中,最重要的是经济问题,而投资问题又是其中最为关键的问题。如果没有一定的投资保障,西部大开发就将成为一句空话。
