| 摘 要： | 警察腐败的实质是警察权力的腐败,其表现形式多种多样,概括讲有:权权交易、权钱交易、权欲交易,都是以警察权为中心警察腐败的制度分析即分析相关制度对警察权的正负约束能力。影响警察腐败的三个层面的制度有:经济制度;产权制度;约束制度。
