| 摘 要： | 公共政策的价值取向问题是公共政策分析的基础理论问题。公共政策的价值观包含公平、效率、实践性、可行性等,社会公平和经济效率的关系是其中最基本的价值问题。转轨时期的公共政策的价值观应以社会公平为第一要义,以“公平基础上的效率”替代“效率基础上的公平,”塑造和维护社会公平,为社会和谐有序发展奠定基础。

| Abstract: | The problem of value orientation of public policy is the one of basic theory of the analysis of public policy.The values of public policy includes justice,efficiency,practicality and feasibility.The relation between social justice and economic efficiency is its basic value.In the values of public policy,we should attach primary importance to social justice and take "efficiency based on justice" in place of "justice based on efficiency,so as to maintain social justice and lay the foundation of the development of harmonious society in the period of transformation. |
