| 摘 要： | 运用公共政策理论与方法,分别从国家有关公安"打击与防范"的方针、政策及 部署,国家历次"严打"战役,历次"严打"的成效,国家政策对公安"打防"的导向性影响这四个 方面出发,对我国公安"打防"工作现状进行公共政策分析,针对现状提出建议:将治安效益理 论引入公安决策程序与方法,增强公安决策程序与方法的科学性;增强公安决策体制的科学 性;加强对公安防范的政策导向;加大公安防范力度,杜绝"重打轻防"。
