干部能力培训课程的设计和实施——以应急管理专题课设计和实施为例

能力培训是干部教育培训的重点内容之一,它是以现实问题为中心的培训方式,紧紧围绕当前政府管理中的现实问题,服务于学员的工作和生活,由此决定了教师将会在课堂上面临信息不对称、知识不对称、地位不对称和阅历不对称带来的挑战。因此,需要在能力培训课堂中创设一种交流共享的平台,以科研的理念和逻辑来设计专题课的内容,用合适的教学艺术来实施教学过程,避免能力培训落入"术"和"器"的窠臼。

The Design and Implementation of Cadre Capacity Training Curriculum：The Case of Design and Implementation of Emergency Management Courses

Capacity training is one of the key contents of cadre education ＆ training. As a type of training fo- cused on actual problems, it circles around the practical problems in current government management and serves the trainees＇ work and life. As a result, the teachers face the challenges arising from asymmetric status in infor- mation, knowledge, position and career experience. Hence, we need to create a platform of exchange and sharing in the class of capacity training, design the contents of theme courses with the idea and logics of scientific re- search, and implement the teaching process with proper teaching art, so as to avoid capacity training from into the set pattern of ＂skills＂ and ＂instruments＂. falling
