| 摘 要： | “两型社会”不仅应当是资源节约型和环境友好型的社会，还应当是低碳导向型的社会，应当明确低碳经济发展的战略方向，创新制度安排，完善政策框架，将经济社会的低碳化发展与“两型社会”建设紧密结合起来，并使之成为推进“两型社会”建设的着眼点和立足点。

It is crucial to establish the strategy for the development of low - carbon economy, innovate and improve the relevant regime and policy to combine the low - carbon economy with the construction of ＂Two -oriented Society＂, making it the focus and foundation. |
