| Abstract: | With a review of the transitional process of urban public security management from one that centers on street control to one centering on community security in the Western developed countries in the past 20 years, this article discusses the point that the communalization of urban police affairs is a basic trend of the development of urban public security management. It then analyses the main aim of this trend and explores the new system of community police affair management. |
