法治政府的基本理念

法治政府是有限政府、服务政府、阳光政府、诚信政府、依法治理的政府和责任政府的有机统一.衡量法治政府的标准是由价值标准、职权范围标准、行政体制构造标准和运行机制标准四个方面所构成的完整的标准体系.当代中国建设法治政府应当坚持党的领导、人民当家作主和依法行政的高度统一,以人为本与维护宪法和法律的至上权威的高度统一,依法行政与以德行政的高度统一,行政合法与行政合理的高度统一,开拓创新与循序渐进的高度统一五项基本原则.

The Basic Idea of the Government Under the Rule of Law

This article thinks that government by law is a limited government,servicing government,sunshine government,faithful government,government abiding by the law and liability government.The standards of government under the rule of law include four: the value norms,the norms of limits of government's function and powers,the norms of administrative systematic structure and the norms of moving system of administrative powers.In contemporary China,we must persist in five basic principles: sticking to the leadership of ccp,democracy and administration under the rule of law;unification of being peopleoriented and supremacy of constitution and law,unification of administration under the rule of law and moral administration,the unification of legal administration and rational administration,and unification of innovation and putting forward gradually.
