| 摘 要： | 行政人员的道德回归已经成为世界各国行政改革的必然趋势。但当下我国行政人员的道德回归遇到了一定的“实现困境”。我们应注重“行政人格”的培养、经济转型背后的公正与道德,一定程度上寻求“制度”出路,并努力建构有利于行政人员道德回归的政治文化。
