| 摘 要： | 公安机关与社会层面长期接触和直接摩擦,决定了其执法行为极容易引发网络舆论危机。在公安机关网络舆论危机管理中,沟通是最重要的工具。公安机关应当梳理当前危机沟通中存在的问题,不断疏通沟通渠道,才能保障危机沟通的有效性。实践表明,有效的危机沟通需要公安机关注重做好五个环节的工作:树立以网民为本的沟通理念、增强网络危机的沟通技能、提高网民的沟通能力、培植网络危机沟通的中介力量以及推进网络危机沟通的制度化建设。

| Abstract: | The law-enforcement actions of public security organs easily cause public network crisis in whose management communication is one of the most important tools.Public security organs should unclog communication channels to ensure its effectiveness.Practice shows that public security organs should do well such jobs as improving communication skills,cultivating intermidiary force of communication and promoting the institutional construction of communication in public network crisis. |
