发展先进警力--新时期公安机关面临的紧迫而艰巨的任务

本文是作者参加全国公安机关青年干部研修班赴日本研修、考察后,结合当前国内公安工作实际,就如何找准我们公安工作的着力点和前进方向,发展先进警力这一问题有感而发.发展先进警力,公安机关领导干部必须具有关注世界的宽广视野,把握全局的战略头脑,勇于开拓的创新精神,统筹协调的组织能力,果断科学的决策能力,脚踏实地的工作作风和坚实广博的知识基础等综合素质;发展先进警力,必须建立一套能系统落实所有以严治警的法定规范的程序性制度;发展先进警力,必须科学合理地配置警力,切实解放警力.

Developing Advanced Police Forces--Urgent and Arduous Tasks that Face Public Security Organs in the New Period

This paper is written as a reflection after the writer attended the training class for all-Chinayouth cadres of public security organs,which was held in Japan,and after he made investigations there.Incombination with the actual work in public security at home,the writer exposes in this paper his reflections onwhere we should put forth our effort in public security work and what is our advancing direction as well as howto develop advanced police forces.To develop advanced police forces,leading cadres of public security organsmust have the wide vision of paying close attention to the world,the strategic brains of seizing the overall situa-tion,the break-new-ground spirit of forging ahead,the organizing ability for overall planning and coordinating,the resolute,scientific decision-making ability,the down-to-earth style of work,and the solid and extensiveknowledge basis.We must establish a set of procedural regulations that can systematically implement all thelegal norms concerning ruling police with severity.We must dispose police forces scientifically and reasonablyand liberate police forces substantially.
