中国信息产业发展与人力资源开发战略

摘    要:我国信息产业相对落后,要推进其发展必须大力加强人力资源开发,这是因为人力资源是信息产业发展的关键因素,同时信息产业发展也对人力资源提出了新的高要求,而我国的人力资源开发水平还远不能满足信息产业发展的要求。针对我国国情,为了适应信息产业发展,我们要努力提高国民的总体素质,重点开发高素质人才,还要注意提高人力资源开发投资的收益率。

Abstract:Informational industry in China is relatively retarding in development. Promotion of its growth necessitates strengthening human resources. Its reason might be explained by the fact that human resource is the kernel factor for developing informational industry, and the development of informational industry itself also sets a challenge to be met by human resource at a new and high level. However, it should be indicated that the present degree of human resource development in China is far from the requirement by informational industry in growth. In view of the particular situation in China, it seems much necessary to promote people's comprehensive quality in a national scale, and to put emphasis on cultivation of the people with a high quality. In addition, we also should try to promote the benefit rates for investment in human resource development.
