政府是否是“经济人”?

现实中的政府或行政机关从应然的和组织的角度来说不是经济人 ,而是公利人 ;从国际政治的角度来说 ,各国政府肯定是经济人 ;从实然的角度来说 ,作为公务员或行政人员的个人则是不折不扣的经济人 ;作为组织的行政机关则并不总是公利人 ,而是经济人与公利人的性质兼而有之。政府官员是经济人是对客观事实的承认 ,并没有贬低任何政府官员。政府或行政机关表现出来的公利人的性质主要是在外在制度约束之下产生的 ,一旦外控疲软 ,则作为组织的政府或行政机关更易于表现出经济人的行为

Whether is government "economic man"?

Government or administration organization should not be economic man, but be public man; from the international political angle, the all countries government affirmatively is economic man; to be individual between public official or administrative personnel, they are completely economic man; administration as an organization is not always public man, they are both economic and public man. The government official to be an economic man is an objective and factual acknowledgement; it does not belittle any government official. The public man of the government or administration organization performances come from the controls in the outside system primarily, once control outside weak, then government or administration organizations is much easier than manifesting a behavior of economic man.
