| 摘 要： | 一些学者提出我国行政改革应从"划桨型"政府转变成"掌舵型"政府,这些观点承认政府既要决策指导,又要搞好公共服务,自相矛盾。现在各国政府都在履行决策与服务职能,我国国体、政体及其组织领导体制也决定政府既要"掌舵"又要"划桨",只有构建"掌舵"、"划桨"优化的高效政府,才符合国情民心和执政规律。

| Abstract: | Some scholars suggest that our public administration reforming should change the style of "stroking the oar" to "taking the helm". They confess that the government should serve the public as well as conduct the policy making and they're in conflict with each other. Nowadays, different governments in the world carry out public service while making the policy. Our state and other organizations define that our government should not only "taking the helm" but also "stroking the oar". Only in this way can our efficient government win the public. |
