| 摘 要： | 提高基层领导干部依法行政的能力是一个系统工程。基层领导干部的依法行政能力重在提高法律意识和树立法制观念,在此基础上培养他们的法律思维能力和依法解决问题的能力,并最终建立一个基层领导干部依法行政考核评价的制度体系。
