| 摘 要： | 从纵向的角度看,社会主义市场经济体制下的政策主要发挥三个层次的作用,即基本功能、中介功能和积极功能。从横向角度看,维护社会稳定(最基本的社会管理和公共服务水平)是政策的底线。
