| 摘 要： | 公安机关作为提供公共产品的政府职能部门，要切实履行好职责，提供让社会满意的公共安全产品，就必须认真研究社会对公安机关的警务需求，根据不同历史时期、不同地区的需求特点，不断优化警务资源配置，降低警务成本，实现警务效能的最大化。
