| 摘 要： | 依法治国、执法为民、公平正义的理念是现代文明社会公认的普世性价值,是现代政治文明得以维系的基础。现代法治理念在国际人权公约和WTO体制规则中得到充分体现,在一定程度上意味着法治秩序的全球化。
