1978年以来农村基层党政关系的历史考察及其启示

正确处理党政关系是改革开放新时期我国政治体制改革的主要内容。农村基层党政关系是我国党政关系中的一个重要层级。1978年以来,我国农村基层党政关系经历了乡镇建制,村民自治和党政职能分开、乡镇长直选与党政关系制度化、党委书记选举与党政交叉任职等三个阶段。农村基层政治发展的过程表明,农村基层党政关系的变化是经济社会变迁基础上中央和地方政府共同推动的结果,反映了改革开放新时期执政党建设总体布局的发展变化,贯穿了党的领导、人民群众当家作主和依法治国相统一的总体要求,呈现出农村基层民主政治建设的良好态势。
