建设东亚共同体的十大关键因素

东亚各国应形成“加强东亚合作是大势所趋”的恳切共识。中日应坚持“多边或地区高于双边”的外交原则,不把双边的分歧带入多边或地区的对话中。中日应支持中小国家在推动地区合作中发挥“牵头作用”,应认识到“一国主导型”的东亚合作模式是行不通的。中日韩应借鉴欧洲联合首先从“煤钢共同体”出发的经验,为建立东北亚能源环境共同体而努力。日本应注意使《日美安保条约》不具有任何直接、间接针对中国的成分。中日等国需要推动各自国内的体制与结构改革以适应地区经济一体化的要求。应坚持“以人为本”,大力发展东亚各国之间的文化交流与人员交往,真正把可持续发展问题提到东亚各国的政治日程上来。

On Ten Key Factors Impacting on Building East-Asia Community

It is needful for all countries in the East Asia to share the perception that strengthening cooperation is a trend.Both China and Japan should follow a diplomatic principle that regional interests have priority over bilateral ones,avoiding neg-ative influence of bilateral disputes on regional cooperation.They should support medium-sized and small-sized countries in playing leading roles in pushing on East-Asia cooperation and be aware that one-country-dominated model in East Asian countries' cooperation does not work.In addition,China,Japan and Korea should learn from European Community starting with Coal and Steel Community to build an energy community in North-east Asia.Japan should be on the alert for making Japan-America Security Safeguard Treaty not contain anything against China directly or indirectly.Internal reform of system and structure,humanity-oriented idea,personnel and cultural communication among East Asian countries,and sustainable develop-ment should be considered to be political issue.
