| 摘 要： | 流动人口治安问题对公安机关原有的管理体制带来了猛烈撞击,改革流动人口治安管理体制,建立一套现代、科学、合乎流动人口发展规律的管理和控制机制,引导流动人口合理、有序流动,是完善社会主义市场经济体制的重要内容,也是流动人口管理工作中亟待解决的首要问题.
