| Abstract: | It becomes increasingly a hard nut to crack to deal with emergency situation by using the privilege under emergency situation. There is a conflict between the ruling of law of the western countries and the emergency situation. China should draw on the helpful experience and lessons from the conflict between the ruling of law of the western countries and the emergency situation in its own ruling of law and democratic construction. |
