| 摘 要： | 依法治国是中国社会发展的必然选择,依法执政是依法治国的核心内容和要求。共产党依法执政、提高执政能力,需要解决一系列重大问题:巩固执政党执政的合法性基础;解决执政党在国家政治生活中的角色转换和合理定位问题,明确领导与执政的关系;推行和落实依法行政,妥善处理党的政策与宪法和法律、党的组织和国家机关的关系,以及依法执政与科学执政、民主执政的关系。

| Abstract: | Ruling state with law is a necessary choice of China's social development and its key content and requirement is governing by law. In order to govem by law and to strengthen governing capability, Communist Party must solves a series major problems such as the consolidation of legality foundation, clarification of the relation of leadership and governing, the relation of Party' s policy and constitution and law, the relation of Party' s organizations and State' s organizations, etc. |
