Economic Development Planning as a Relay: Dayton's Experience

Institution:Robert Premus is Professor of Economics at Wright State University. He has published five policy studies for the U S. Congressional Joint Economic Committee. Topics of his applied research include US. competitiveness, business location factors, venture capital markets, industrial policy, and regional high tech development. He has been a speaker for the US. Information Agency in Western Europe.;John P. Blair is a Professor of Economics at Wright State University. He has written numerous books and articles in the fields of urban development and public policy. His latest book is Urban and Regional Economics. Blair received his Ph.D. from West Virginia University in 1974. In addition to his teaching and research, he is a member of the Montgomery County Planning Commission.
Abstract:This article examines the impact land effectiveness of a shift from traditional public sector-led and old-style business-led approaches to local development to a more integrative and innovative planning process of broad-based community involvement. Through a careful analysis of Dayton's economic transformation, this article explores the importance of combining public sector, university, business and grass root community interests to arrive at a region-wide planning process in which all these disparate elements share responsibility and identify their goals for local development.
