对当前社会治安防控建设的思考

社会治安防控体系是预防和控制犯罪的各种力量、手段和措施有机整合、协调运行的工作系统,是动态社会治安条件下有效控制社会治安的重要机制。当前要着重抓好全面实施城市社区警务战略和大力推进社会治安防控体系建设工作。要通过强化基层、夯实基础、完善工作机制、优化警力配置、落实警务保障等措施,在全国构建起一个以派出所民警和巡警为骨干,以群防群治力量为补充,以社区、社会面和内部单位防范为基础,人防、物防、技防相结合的全时空、主体型的社会治安防控体系。

A reflection on the construction of social public security revention and control system

The prevention and control system of the social public security is a concrete combination of various powers,means and measures on preventing and controlling crimes,is a system of coordinating operation ,an impor- tant mechanism of the effective control of the social public security on the condition of the dynamic social public secu- rity.Strengthening constructing this system is an urgent task for comprehensive control of the social public security. Therefore,at present,we should emphasize on complement the strategy of the community policing around the city and push forward the job of construction in the prevention and control of the social public security together.Through strengthening the foundation,fulfilling the basic,perfecting the work mechanism,optimizing the police equipment and carrying out the police safeguard,we can construct a prevention and control system of the social public security a- round the country,set the backbone as policemen in police stations and patrolmen,with the supplement of the mass prevention and control.
